Montenegrin Government Yet to Determine Compensation Model for Lora Victims

The Montenegrin government has not yet established a model for compensating the families of victims from the Lora camp. Human Rights Action believes that families of those killed and tortured in Lora should receive compensation, but the model should differentiate between civilian victims and prisoners of war.
