Estonia Advocates for Post-2040 Distribution of Free ETS Emission Credits

As the European Commission prepares to release proposals for changes to the emissions trading system (ETS), Estonia is advocating for countries to have the autonomy to decide how they utilize revenue from the sale of carbon allowances domestically after 2040.
