Obszary Przyspieszonego Rozwoju OZE mają pozwolić na przyspieszenie, bez zbędnych formalności, rozwoju zielonej energii i jej konsumpcji w miejscu wytworzenia bez dodatkowych kosztów dystrybucji. Mogą jednak pozostać tylko na papierze.
