Human Rights Watch opposes transfer of outdated cluster munitions from Türkiye to Ukraine

Human Rights Watch has called on the US Congress to block the transfer of cluster munitions from Türkiye's stockpiles to Ukraine because of the risks they pose to civilians. The US State Department says Ukraine needs the systems to bolster its fire support capabilities in the war against Russia.
