Former Public Official Serrano Exchanged Thousands of Messages with Plot Leader Before Arrest

While serving as president of Correos and director general in the Ministry of Transport, Serrano reportedly exchanged 2,662 messages with the leader of a plot, Vicente Fernández, up to five days before Fernández's arrest. This communication occurred despite Fernández having left Sepi in 2019, averaging more than one message daily.
