Man Behind Quran-Stepping Video May Be Mentally Unwell and Previously Convicted

Singapore's Home Affairs Minister K Shanmugam stated that the man responsible for a video showing him stepping on the Quran is likely mentally unwell and has a history of similar acts. Police will interview him as he is currently overseas.
