Indian CIC Flags MCD's Resistance on Stray Dog Information

India's Central Information Commission (CIC) has highlighted the Municipal Corporation of Delhi's (MCD) "deliberate resistance" in withholding information regarding stray dogs, awarding compensation to an applicant and ordering proactive disclosure of records.
