Serbia Refuses to Sign Kyiv Declaration Condemning Russian Aggression
Serbian President Aleksandar Vučić was the only head of state at the Ukraine-Southeast Europe Summit in Kyiv who refused to sign the joint declaration condemning Russian aggression.
