Delhi High Court Refers BNSS 'Cognisance' Shift to Larger Bench

The Delhi High Court has referred to a larger bench the question of whether an accused has the right to be heard before a complainant, concerning a shift in 'cognisance' under the new Bharatiya Nagarik Suraksha Sanhita (BNSS).
