Italy Proposes EU-Funded Migrant Centers Outside EU Borders

Following a significant influx of migrants, Italy has proposed at an EU meeting to establish migrant centers outside the European Union, with costs to be covered by the EU, as the crisis tests the new EU Migration Pact.
