Czech President Petr Pavel used the appointment of Miroslav Hlaváč as the new Chief of the General Staff to subtly criticize absent top constitutional officials. The Prime Minister, Speaker of the Chamber of Deputies, and President of the Senate were not present at Prague Castle.
