Canada may end international students' permanent residence advantage

Canada is proposing the broadest redesign of its flagship skilled-worker immigration system in more than a decade, and the early blueprint would remove several of the scoring advantages that international students and applicants with Canadian family ties have long relied on to win permanent residence.
