Half of Dogs Unregistered in Finland, Owners Face Fines

Only half of the dogs in Finland are currently registered, leading to significant fines of hundreds of euros for unregistered dog owners. Breeders are disappointed, stating that the official registry has not helped combat puppy mills as intended.
