Rome Proposes Migrant Exchange Deal to Berlin
Rome has offered an agreement to Berlin regarding migrants, proposing that Germany retain a number of 'Dublin' returnees equivalent to the irregular migrants who have arrived in Italy via German NGOs. The proposal aims to avoid a standoff between the two nations.
