Ukraine to have access to EU funds despite delay in final approval of loan, says Barrot

French Minister for Europe and Foreign Affairs Jean-Noël Barrot believes that the European Commission will do everything possible to ensure that Ukraine “has access to the necessary funds,” even if the procedure for granting the EU loan is not unblocked by the end of April.
