Manitoba partially repays retiree for out-of-country surgery after twice refusing to pick up the tab

Tom Molinski, 69, is relieved after receiving a cheque in the mail for nearly $24,000 from Manitoba Health after the province twice refused to reimburse him for an out-of-country spine surgery nearly two years ago.
