Hong Kong advocacy group warns plain packaging hinders detection of smuggled cigarettes
A survey by an advocacy group found that nearly 90 per cent of Hong Kong smokers cannot distinguish smuggled cigarettes from duty-paid ones under the government’s proposed plain packaging, raising concerns about efforts to detect illicit tobacco.
