CGO Report Highlights Lack of Clear Rules for State Decorations in Montenegro

The Centre for Civic Education (CGO) reports that presidents of Montenegro have awarded 200 state decorations without clear rules on who can be nominated, the criteria for selection, or the merits for which individuals are honored. The findings point to a lack of transparency in the process.
