Den driftige by blev en slidt skygge af sig selv, da tekstilindustrien lukkede ned i 1970’erne og flyttede produktionen udenlands. Men så kom kunsten til Borås og forvandlede den svenske by. I år er der kunstbiennale for niende gang.
