Ontario will make Toronto's Billy Bishop Airport 'special economic zone' as premier eyes expansion to allow jets downtown

Ford told reporters Monday that the province is taking over from the city because councillors aren't interested in modernizing the downtown airport. He said the province plans to use special legislation that would allow it to bypass laws while expanding the airport's runway to allow jets downtown.
