Bar Animal Shelter Full Amid Owner Negligence

The 'Lovstvo' public enterprise in Bar, Montenegro, rehomed 187 dogs and sterilized nearly 200 last year, while the municipality fined three owners of stray livestock. The local animal shelter is reportedly full due to owner negligence, with officials stating that expanding capacity is not the solution.
