Montenegro's DPS Proposes Electoral Reforms for Parliamentary and Local Elections

The Democratic Party of Socialists (DPS) in Montenegro has proposed electoral reforms that would allow citizens to vote for a party list and up to 10 candidates in parliamentary elections, and up to five in local elections.
