Illegal Employment: Horeca Sector Accounts for Two-Thirds of Cases in Luxembourg
Between 2021 and 2025, the ITM uncovered 785 cases of third-country nationals with irregular residency or work situations, with 65.1 percent of these cases in 2025 alone occurring within the hotel, restaurant, and café (Horeca) sector in Luxembourg.
