Debate continues over control and borders of the Caspian Sea
Despite a 2018 convention establishing rules for navigation, security, and fishing, the five littoral states of the Caspian Sea still do not possess fixed portions of its waters. The unresolved issue of seabed borders has been a decades-long debate, particularly for Iran.
