Sovietų Sąjungoje verslumas egzistuoti neturėjo. Pavergtose valstybėse stambiosios pramonės įmonės, žemės ūkiai, bankai ir net juose saugomas turtas pradėti sparčiai nacionalizuoti, o gyventojų bandymai užsidirbti ką nors perparduodant vadinti spekuliacija.
