Bicycle 'Blue Ticket' Scam Reported in Kure, Hiroshima
A high school student in Kure, Hiroshima, was defrauded of 2,000 yen in a scam exploiting the new 'blue ticket' system for bicycle traffic violations. Police are warning the public that officers do not collect fines on the spot.
