Tokyo Sex Establishment Suspended for Illegal 'Scout Back' Payments

A sex establishment in Tokyo's Toshima Ward has been ordered to suspend operations for 120 days by the Tokyo Public Safety Commission for paying 'scout back' fees to scout groups for introducing women, a practice prohibited by a revised law since June last year and the first such administrative action in Tokyo.
