EU Member States Fail to Agree on Opening Cluster 3 for Serbia

At a recent meeting of the Committee of Permanent Representatives (COREPER), EU member states did not reach a consensus on opening a new Cluster 3 in accession negotiations with Serbia, though the procedure is not yet concluded.
