PACE condemns use of starvation as method of warfare

The Parliamentary Assembly of the Council of Europe (PACE) has condemned the use of starvation as a method of warfare, the unlawful denial of access to humanitarian assistance, and attacks on assets essential to the survival of civilian populations, particularly agricultural and food infrastructure.
