Tallinn Deputy Mayor Reports 854 Youths Without Study Place Before School Year

Tallinn's Deputy Mayor Andrei Kante has described the situation as critical, with 854 young people, nearly a fifth of basic school graduates, still without a study place just two weeks before the new school year begins.
